1. What is Population and Housing Census of Bhutan 2005?

The Population and Housing Census of Bhutan, 2005 (PHCB­2005) is a total process of collecting, compiling, analyzing and publishing demographic, economic and social information of Bhutan pertaining to a specified time. This is the first Population and Housing Census of Bhutan. It is being undertaken on the basis of the command received from His Majesty the King and the resolution of 82nd National Assembly of Bhutan.

2. What are the main objectives of the PHCB-2005?

 

The Population and Housing Census of Bhutan shall first of all enable us to establish the total population of Bhutan at a given time. This total count will include all people living and working in Bhutan besides the citizens of Bhutan.

As it is an extensive survey covering the entire nation, this undertaking will provide a valuable benchmark data on a wide range of characteristics for all key sectors in the government. It is a frame for statistical survey and data to compile a variety of demographic, housing, social and economic indicators. This will form an integral part of national statistical system.

The indicators will enable us to assess the current levels of differentials and help us to evaluate the benefits of development programs over a period of time.

3. Who will be enumerated during the PHCB-2005?

 

The PHCB-2005 will take count of all persons living in the country on the day of the census, irrespective of their nationalities. This census shall also enumerate all people living in the diplomatic missions, international agencies including the UN office. The census shall also cover special institutions such as military camps, religious establishments, hospitals etc.

4. How will the PHCB-2005 be conducted?

 

Population and Housing Census ofBhutan-2005 shall be conducted nationwide, simultaneously (on one day) on a de facto basis. The enumerators will visit each and every housing unit and interview household members, using a set of questionnaires to collect information on population and housing characteristics.

5. Is it necessary for an individual to be at the place of residence during the time
    of census?

 

A member of a household who is away from the usual place of residence but living within Bhutan will be enumerated at the place where he/she is found at the time of the Census. i.e. if a member belonging to a household in Mongar is away in Gasa, he/she will be enumerated in Gasa. However, if any member of the household is out of the country the person will have to be enumerated in his/her absence at their usual place of residence. Separate arrangements will be made to enumerate the staff and family members based in Bhutan's diplomatic missions abroad. Provisions will be made to enumerate the transient and mobile population.

6. What specific data/information is the PHCB-2005 expected to collect?

 

The PHCB-2005 shall collect information on the demographic characteristics of the country and vital information on all social and economic situations of the people based on important questionnaires identified and requested by key sectors such as Health, Education, Housing, Sanitation, Environment, Energy, Agriculture, Industries, Labour and others.

7. What are the main Pre-Census activities being carried out for the purpose of
    PHCB-2005?

 

The PHCB-2005 by its character necessitates a series of distinct but closely interlinked technical and professional activities that are crucial for a successful census. Some of the most prominent activities are: census mapping, house listing, trainings, development of questionnaire and census forms, planning for data processing & analysis and information and communication.

8. What arrangements have been made to facilitate smooth and effective enumeration of the entire population on days of the census?

 

The 82nd Session ofthe National Assembly has approved two days as national holidays during which all are requested to remain in their respective places of residence/institutions. In view of the importance of this undertaking, all citizens and residents are requested to give full cooperation on the days of the census for the purpose of taking PHCB-2005.

9. Who will be the enumerators for the PHCB-2005?

 

The enumerators will consist of selected School Teachers, Renewable Natural Resources (RNR) Extension workers, Health workers and Non-Formal Education instructors, students of Sherubtse College, National Institute of Education (NIE), Royal Bhutan Institute of Technology (RBIT), Royal Institute of Management (RIM) and Natural Resources Training Institute (NRTI).

10. How many enumerators are expected to be recruited for the May 2005 census?

 

The number of enumerators will be defined by the number of Enumeration Areas (EAs) identified in the respective Dzongkhags. It is envisaged that the office of Census Commissioner shall be recruiting around 7000 enumerators to conduct the Population and Housing Census of Bhutan 2005.

11. What is the periodicity of Population and housing Census of Bhutan?

 

Bhutan will conduct the population and housing census once every 10 years. The next population and housing census will be conducted in 2015.
